29.1. Every person who contravenes section 17.2 and the first paragraph of section 19 commits an offence and is liable to a fine of not less than $250 nor more than $1,500 for a first offence and, for any subsequent offence within 5 years of conviction for an offence under the same provision, to a fine of not less than $1,500 nor more than $4,500.
